PDF redaction verification checklist
A PDF can look redacted while the underlying text is still searchable or extractable. Use this checklist on the exported final PDF (not the source) to reduce “missed redaction” risk.
Important: PermanentRedaction permanently removes text from text-based PDFs. Scanned/image-only PDFs are not supported.

Tip: Many PDF editors can only mask text with black rectangles. Masking is not the same as permanently deleting text from the PDF layer.
Step-by-step
Step 1
Verify the exported final PDF, not the original working file.
Step 2
Use Search in your PDF viewer to look for known sensitive strings (names, emails, phone numbers, account numbers).
Step 3
Try copy/paste near redacted areas to confirm you cannot recover hidden text.
Step 4
If your workflow allows it, attempt text extraction (select-all/copy, or export text) to confirm redacted content is not present.
Step 5
Check repeating areas (headers, footers, page numbers, tables) where identifiers often reappear.
Step 6
Confirm there are no unredacted duplicates (attachments, appended pages, or alternate versions inside the packet).
Step 7
Generate and keep a verification report for reviewer sign-off when required by policy.
Common mistakes to avoid
Verifying the wrong file
Always verify the exported final PDF. Verifying the source document does not confirm what recipients will receive.
Only checking visually
Visual boxes can be misleading if underlying text remains. Always use search and copy/paste tests.
Ignoring repeated content
Identifiers often reappear in headers/footers and repeated table rows. Spot-check multiple pages.

Why can a PDF look redacted but still leak?
Some tools add a visual overlay without removing the underlying text. The goal is permanent removal in the exported final.
Should I export text-preserving or image-only?
Text-preserving is useful for search/accessibility. Image-only can be stricter for downstream handling. Choose based on your policy and risk tolerance.
Do scanned PDFs work?
Not currently. PermanentRedaction requires a text layer (text-based PDFs).
